I agree with Scott regarding usage. It didn't affect my team's chances this year, but in past years even minor infractions with key players on other teams made it hard if you're trying to comply to the restrictions not to be a little upset or want to commit an infraction yourself to gain that extra win or two that could be the difference in a playoff spot.

I don't know what the answer is because I definitely don't want to decrease engagement with penalties, but if another car is going to 68 mph in a close race with me then that puts some temptation on me to also go 68 to even my chances.

I had two players hit 111% this year, so I wouldn't qualify myself this year for rewards, but I would be for teams that kept usage restrictions getting some kind of reward if we don't have penalties this year.
